Users should be able to add servers and websites to monitor via telegram. A possible command for this could use the following format:

/monitor [server/website] add [NAME] [HOSTNAME/URL]

This command format ensures that we can add commands like modify/remove later.
Of course, before adding / removing a website, sufficient user rights have to be ensured.
